Implementation of the 2009-2014 Housing Element Update


The most recent version of the Housing Element was adopted by the Board of Supervisors on April 12, 2011 and certified by the State Department of Housing and Community Development (State HCD) on April 29, 2011. The Housing Element Implementation will involve a review, and if necessary a revision, to the County's Zoning Ordinance in the following areas:

  • Density Bonuses and Incentives
  • Secondary Dwelling Units
  • Residential Care Facilities
  • Emergency Shelters
  • Transitional Housing
  • Supportive Housing
  • Manufactured Housing and Mobile Homes
  • Farm or Agricultural Employee Housing

As part of the 2003 Housing Element, the Board of Supervisors authorized formation of an Ordinance Review Committee to act as an advisory panel to the Planning Department in revising and updating the County Zoning Ordinance. The 2009-2014 Housing Element also makes reference to the Ordinance Review Committee (ORC) and enlists their involvement in the development of amendments to the County's Zoning Ordinance. Beginning in January of 2012, the Planning Department and ORC convened a series of workshops to discuss possible changes to the County's Zoning Ordinance. On March 5, 2012, the Planning Commission recommended that the draft amendments be sent to the Board of Supervisors for review and adoption. On April 10, 2012, the Board of Supervisors adopted the Ordinance amendments and they became effective 30 days thereafter.
