Introduction
  • Redevelopment was created by state law to help cities and counties renew themselves. It infuses needed capital into these communities, empowering them to assume control of distressed areas to orchestrate their re-growth.

  • In Alameda County, oversight for the redevelopment process is provided by the Board of Supervisors who sit as members of the Board of Directors for the Redevelopment Agency of Alameda County.

  • In addition, the Redevelopment Agency works in conjunction with Citizen Advisory Committees (CAC) to obtain the advice of local residents and community groups impacted within the Project Areas.

  • Redevelopment is a tool that can be used to bring new life in areas of the county that need rehabilitation.

  • The County of Alameda Redevelopment Agency, adopted two redevelopment plans for the Joint Project area (1993) and the Eden Project Area (2000) which allow for a portion of property taxes to be reinvested within these areas to implement the plan with the overriding goal to reduce blight and stimulate development.

  • A portion of property taxes known as the "tax increment," as well as government grants, have and will continue to be used to improve those unincorporated areas of the county facing serious blight.

  • The Agency focuses on developing partnerships with private developers, businesses, state and federal agencies, non-profit and cultural organizations and neighborhood groups in order to get the job done.

  • The Redevelopment Agency works actively to stimulate commercial development and revitalization within the specified redevelopment project areas through business attraction and retention, job growth, and creation of improvements to selected commercial and/or public land parcels and spaces.

  • The Redevelopment Agency works through the Housing & Community Development Agency to support an active Affordable Housing Program through which financial assistance is made available directly or indirectly to very low, low and moderate-income households / to improve and preserve the community's supply of housing particularly hosing opportunities available to low and moderate income households.

  • The Agency must adopt a 5-year Implementation Plan to identify specific past and proposed future activities of the Agency. The most recent Implementation Plan was adopted for the Joint Project in 1993 and for the Eden Project in 2000.
