DEVELOPMENT SERVICES DEPARTMENT
The Development Services Department assists in the planning of new subdivisions, commercial developments, and infrastructure by reviewing development plans, issuing permits, and inspecting building construction and infrastructure to support land development. The Department is composed of the Building Inspection Division, Land Development Division, Grading Permits, and Clean Water Program.
BUILDING INSPECTION DIVISION
Reviewing Plans, Issuing Permits and Performing Inspections
The Building Inspection Division monitors compliance with County building regulations, zoning, and land use ordinances in the unincorporated areas of Alameda County.
The Division ensures safe and decent housing by enforcing the County and State housing codes through processing and issuing building permits, investigation of citizens’ complaints, and periodic investigations.
This Division is responsible for issuing permits and performing inspections for all construction work done in the unincorporated areas of Alameda County with private funds.

LAND DEVELOPMENT DIVISION
Reviewing Land Development Projects in Unincorporated Parts of Alameda County
The Land Development Division guides the public’s construction of non-building improvements in the unincorporated area of Alameda County, and represents the Alameda County Flood Control and Water Conservation District in the Cities as well as the unincorporated areas of Alameda County. We work with individuals or other agencies who wish to obtain access to County rights of way, with Developers or others who wish develop their property, and with private property owners who wish to perform grading or perform work in natural creeks crossing private property. Additional services include Grading and Permits, Street Light Services, project coordination and engineering services, Special District Administration, and administration of the Federal Emergency Management Agency (FEMA) Community Rating System (CRS) for the unincorporated area of Alameda County.

CLEAN WATER DIVISION Charting, Protecting and Improving surface water quality throughout
Alameda County
The Clean Water Division implements programs mandated by the
Clean Water Act and required by the Calilfornia Water Quality
Control Board. Its objective is to improve water quality by means
of comprehensive watershed management strategies.
The majority of the work in the Clean Water Division involves
coordinating and supporting the work required to implement to
National Pollutant Discharge Elimination System (NPDES) permit
of the federal Clean Water Act within the Unincorporated Area
and throughout Alameda County.
The Clean Water Division’s primary responsibilities are
to:
- Implement the requirements of the NPDES permit and facilitate
watershed and creek enhancement projects in the
- Unincorporated
Area;Implement the requirements of the NPDES permit and facilitate
watershed and creek enhancement projects throughout the Flood
Control District; and
- Administer the Alameda Countywide Clean
Water Program (ACCWP).
The Alameda Countywide
Clean Water Program (ACCWP), established in 1991, ACCWP is a
consortium of 17 member agencies (14 cities and three County
agencies – two flood control districts and the unincorporated
area) within Alameda County. The consortium jointly implements
the NPDES permit. Together the agencies seek to improve water
quality by curtailing stormwater pollution. ACCWP administers
the NPDES permit for all 17 member agencies and undertakes projects
