Environmental Justice Element of Unincorporated Alameda County
Alameda County's Environmental Justice Element
In response to Senate Bill 1000 (Levya, 2016), the Alameda County Board of Supervisors adopted the Environmental Justice (EJ) Element of the County General Plan on August 8, 2024, via Resolution R-2024-600. The EJ Element represents a shared value statement between the community and Alameda County, and affirms the commitment of the County and its agencies and departments to work cooperatively toward a just and inclusive future for the residents of the unincorporated communities. The 2024 EJ Element updates and replaces the 2015 Community Health and Wellness Element for Ashland and Cherryland, which is archived here.

Alameda County's EJ Priority Communities
The Board of Supervisors has identified the unincorporated communities of Ashland, Cherryland, Hayward Acres, San Lorenzo, and southwestern Castro Valley as the County's EJ "Priority Communities". These communities are pictured on the map below.
EJ Element Implementation
Implementation of the EJ Element will be led by the Planning Department and will require a collaborative effort involving many Alameda County departments, agencies, and programs. The EJ Element outlines strategies to ensure progress, accountability, and civic engagement throughout the implementation process through structured collaboration among stakeholders and ongoing engagement of Priority Community residents.
In 2025, implementation efforts will focus on:
- Producing an EJ Element "Companion Guide," in multiple languages, as an action tool for residents, community-based organizations, and community organizers
- Translating the adopted final EJ Element into Spanish
- Convening County agencies at regular intervals to track and advance implementation of actions outlined in the EJ Element
- Establishing strategies for ongoing engagement of and accountability to Priority Community residents and community-based organizations
- Delivering the first annual EJ Element implementation progress report to local advisory bodies and Board committees (fall 2025)
