Dedicated in 1996, the County’s state-of-the-art Emergency Operations Center (EOC) is coordinated and maintained by the Sheriff’s Office of Emergency Services. The facility, named the Grubensky-Riley Building, honors the Oakland Police Officer and the Fire Battalion Chief who lost their lives in the 1991 East Bay Hills Firestorm.
