Interagency Children's Policy Council (ICPC) of Alameda County

The California State Assembly Bill 1741 enabled the Alameda County Board of Supervisors to establish the Interagency Children's Policy Council (ICPC) in 1994. AB 1741 allowed Alameda County to secure waivers on state and federal regulatory and statutory fund restrictions so that ICPC would have the flexibility to develop funding streams to facilitate integrated services programs for children and families and increase the efficiency of administering children's services. ICPC was the first "county-wide collaborative" to focus on improving outcomes for children and families through interagency systems change. It brings together members of the Board of Supervisors, County agency heads, departmental staff, and a host of local public and private partners to promote advocacy, cross systems collaboration, and the ongoing the development of policy, program and fiscal reform initiatives.
