Ophelia Basgal is the Region IX Regional Administrator of the U.S. Department of Housing and Urban Development serving California, Arizona, Nevada, Hawaii, and the outer Pacific Islands. She is a recognized expert on housing and community development issues, having served 27 years as the executive director of the Alameda County Housing Authority. Prior to joining HUD, Ophelia was Vice President of Community Relations at PG&E where she managed the company's $21 million charitable contributions program and led community engagement and employee volunteer programs. She currently serves on the boards of the Alameda County Employees' Retirement Association, the San Francisco Foundation and the advisory board of the Public Policy Institute of California. Prior board service included the Oakland Museum of California and the State Commission on Judicial Performance.
